Highlighted in China's 14th Five-Year Plan (2021-2025), the Bounty System is rolled out nationally to better connect science and industry and fulfill technological needs to boost the country's socioeconomy. Under this measure, the government publishes a list of specific research obstacles submitted by either public or private organisations. Research teams can then apply to receive funding and support and conduct projects to clear these research obstacles under the auspices of the government. The Scientific fields covered by this measure are broad and include engineering sciences, clean energy, nanoscience, agircultural sciences, biomedicine, etc. This measure does not directly target clusters but has the potential to facilitate their set-up and development as they can apply to the scheme.
