Currently a member of the Basque Cluster Support Programme coordination team, he has 20+ years’ operational experience in trade and competitiveness, both in the public policy managing side and on the ground experience, especially in emerging markets (Latin America and Asia); he has also been involved in Foreign Direct Investment attraction initiatives. Before joining Clusters programme team, as a Private Sector Liaison Officer for the World Bank Group he facilitated SMEs access to multilateral finance and projects.

Back in 1996, he had his first field experience with Basque clusters organising trade & technology missions in Brazil, where he was based for 7 years. Serving as country office manager for SPRI, his duties included providing SMEs with sector and general country advice (including local taxes and tariffs, IPR issues and other),market research and business partnerships development.

For the last 13 years, he has represented SPRI as government stakeholder in the board of five different cluster organisations and has taken part in the strategy definition process of five other.  In 2013-2016 he actively contributed to the revision and implementation of Basque cluster policy and played a lead role in designing and launching CLUSTERS3 Interreg Europe project. 

Always willing to learn with and from peers, he has taken part in policy learning exchanges with cluster organisations from a dozen countries and he is currently a mentor in TCI-Network Mentoring Programme. In 2017, he was commissioned to join the Cluster Policy Peer Review Team as regional expert in the framework of CLUSTERS3 project and in 2018, as an ESCA Cluster Benchmarking Expert, he conducted Cluster management excellence workshops and assessments in Kazakhstan. He is a regular contributor in cluster and competitiveness related international events (TCI Conferencesamp; webinars, European Cluster Conferences,etc.).
