Mission, vision and objectives

ART-ER Attractiveness Research Territory is the agency for Innovation and Economic Development of the Emilia-Romagna region. Our mission is to foster the sustainable growth of Emilia-Romagna by promoting activities and initiatives on innovation, education, territorial development, attractivity  and internationalisation.

The agency is a consortium founded by the Emilia-Romagna Region - which is majority shareholder - and by  Universities, Research institutes, the regional Union of the Chambers of Commerce and other local public bodies.

Part of ART-ER commitment is to support the Regional Government to design its innovation and internationalisation strategies and implement related cluster initiatives. 

In 2015, the Regional Government of Emilia-Romagna launched a new cluster initiative to form seven cluster organisations - one for each area of its Smart Specialisation Strategy (S3) -  namely Clust-ER Associations. These associations are non-profit organisations composed of public and private entities including companies, research organisations, vocational education and training institutes, business associations and other actors of the quadruple helix.

Since the “Clust-ER initiative” was launched by the Emilia-Romagna Government, ART-ER has been appointed to coordinate the activities for setting up and launching these regional cluster organisations as well as to support their further development and accelerate their internationalisation process.

ART-ER has the mandate to represent the Emilia-Romagna Region to several Italian National Technological Clusters which are promoted by the Ministry for Research, University and Education. ART-ER works to coordinate and foster the participation of our quadruple helix actors in the projects promoted by these national clusters.

The agency is also devoted to the internationalisation of the Emilia-Romagna innovation ecosystem; this mission is carried out by taking part in European projects, networks and initiatives, as well as by organising missions, study visits, and international events.

ART-ER operates for supporting green and digital transitions and building resilience in Emilia-Romagna, also acting as point of contact for innovation-oriented actions from other Italian and European regions.

ART-ER supports the Digital Innovation by coordinating shareholders initiatives and developing strategies and projects related to the digitalization of enterprises and public administrations, together with the development of digital competencies and advanced digital skills. The agency supports the Regional Government in planning actions for the development and the promotion of digital skills of citizens, in the context of the Regional Digital Agenda, "Data Valley Common Good". Moreover, it assists the Regional Authority in the definition of the Data Economy Regional Strategic Programme. As part of the Regional Digital Agenda, ART-ER works for the creation of "digital communities" to support the economic and social growth of marginal areas and promotes the digital competences for young people and students by organising various activities such as school and extracurricular workshops, summer camps and hackathons.

The effort of ART-ER to support the green transition includes the preparation, implementation and dissemination of innovative regional policies for environment and climate change mitigation and adaptation, and also the promotion and analysis of the regional green economy.

ART-ER ensures a strong involvement and co-participation of regional cluster associations in its digital and green transition initiatives and takes part in Italian National Technological Clusters working on these topics to connect the Emilia-Romagna ecosystem to the national and European ones and to promote collaborations and participation in innovation projects.
