Summary of the European Alliance Against Coronavirus Webinar on 16 October 2020

The Recovery and Resilience Facility is the main financial instrument created by the European Union to pave the way to economic recovery. It will be distributed through the Member States. Based on the leading European principles of digital and green transition and resilience, the Member States are currently drafting the recovery plans.

The European Alliance Against Corona shared examples on how clusters and other entities can become active to make proposals for these recovery plans. Soledad Díaz Campos from APTE presented a common manifesto of five stakeholders, including the Spanish Federation of Clusters Cluster.es, for the Spanish recovery plan. The main goal is to create quality employment by increasing digital skill and increasing the digital transformation of companies. They have communicated this manifesto to different ministries and are establishing the collaboration.

Lukas Nögel from VDI/VDE Innovation + Technik informed the group that the German government foresees to invest 50 billion EUR of their recovery budget in so-called “future areas”, e.g. hydrogen, quantum technologies, and artificial intelligence. Clusters are specifically mentioned as an agent for the funding projects for these technology-driven areas. The national “Go Cluster” programme, which unites more than 80 clusters, will address members with direct project funding for the next years.

Mikel Irujo from the Government of Navarra, Spain, presented the regional plan REACTIVAR NAVARRA, in which clusters have participated.
