The European Commission published today, 15th April, the Joint European Roadmap towards lifting COVID-19 containment measures. It was presented by the President of the European Commission and the President of the European Council, and responds to the European Council Members’ call for an exit strategy that is coordinated with Member States and that will prepare the ground for a comprehensive recovery plan and unprecedented investment.

The Roadmap sets out recommendations to Member States, with the goal of preserving public health while gradually lifting containment measures to restart community life and the economy.

About the rol of clusters in this roadmap

I think is important to highlight one specific paragraph:

The Commission will create a rapid alert function to identify supply and value chain disruptions, relying inter alia on existing networks such as Enterprise Europe Network (EEN), Clusters, Chambers of Commerce and trade associations, SME Envoys as well as other actors such as the European-level social partners. Best available solutions will be sought to tackle these disruptions, which can have their origin in an asymmetrical lifting of containment measures (inside or outside the EU), the bankruptcy of businesses or third country actor interferenceThe Commission will create a rapid alert function to identify supply and value chain disruptions, relying inter alia on existing networks such as Enterprise Europe Network (EEN), Clusters, Chambers of Commerce and trade associations, SME Envoys as well as other actors such as the European-level social partners. Delivery of masks

As part of this Joint European Roadmap towards lifting COVID-19 containment measures, the European Commission has created an Emergency Support Instrument (ESI) to finance a coordinated European health response to the pandemic. In these days, 1.5 million medical masks will be delivered to 17 Member States, e.g. Italy, Spain, Croatia, North Macedonia and Montenegro, and the UK to protect healthcare workers against coronavirus via the ESI. Over the coming weeks, the Commission is couting with 10 million masks.
