WHAT IS BLUES PROJECT ?

Blue and Eco industries cluster exchange for induStrial modernisation (BLUES) overall objective is to strengthen cluster excellence management and facilitate a European partnership between blue and eco-industries clusters and their high quality services to enhance the SME competitiveness and increase their international opportunities in the single market and beyond, by means of benchmarking, long-life learning, best practices transfer and exchanges.

BLUES Clusters include a combination of capacities, technologies and solutions of mature clusters that represent new emerging industries in Europe connected to blue growth and eco-industries.  The cluster partners alone represent up to 464 entities (SME and Scale up organizations) and offer high quality services such as innovation uptake, RTD management, internationalization, productivity and industrial competence and training programs. BLUES is committed with excellence (ESCA label bronze, silver and gold). Their individual agendas include the development of international opportunities for their members in the single market and beyond and they are aligned with their regional smart specialization agendas. By creating a strategic partnership, all five clusters together increase their capacity towards scaling-up SME and contribute to bottom up the interregional collaboration towards industrial modernisation.

Indeed, the consortia represents a powerful tool in the implementation of the European Industrial policy strategy, that seeks the development of a smart, innovative and sustainable industry. BLUES has been united to support together the competitiveness of the cluster community (specially SME), using water sustainability and green economy as a common thread. Thus, the partnership is based on the cross-regional and cross-sectoral cooperation between water resources solutions and technologies for all types of water users - industrial, urban, agriculture (Aqua Valley - France; ZINNAE - Spain) and key enabling technologies - KET, such as plasma technology (BNPT - Germany), nanotechnology (Nanoprogress - Czech Republic) and ICT (MCICT - Poland). The collaboration between these sectors seeks the acceleration, development and leadership of new water-efficient European industry, that will enable the transition towards a sustainable Europe by 2030. 

BLUES partnership originates out of the cooperation initiated in 2014 by the five clusters through different joint projects (COSME - Cluster Excellence 2016; INNOSUP-01-2017); a former Cluster Excellence project (INNO-DROP) initiated a long-term cooperation agenda that comes to a next stage in 2019 through the implementation of the ClusterXchange pilot scheme that furthers in the implementation of a joint strategy. Moreover, BLUES activities will be reinforced by the interregional partnership “Water Smart territories” within the Smart Specialization platform as their partners are directly involved in the conception and development of this alliance.

THE OBJECTIVES OF THE PROJECT

Objective 1: (WP1) Provide needed knowledge and skills for improving the cluster management, extending the offer of high value added services toward relevant stakeholders, implementing best practices into cluster daily businesses, creating smart and sustainable individual strategies, achieving the desired labels of excellence and create smart and sustainable strategy of the newly born ESCP-4x ecosystem. The specific objectives are listed below:

  • O 1.1 To enhance the cluster manager’s skills and to identify and shape value added services and implement them together with strong best practices
  • O 1.2 To enhance the cluster manager´s skills
  • O 1.3 To successfully implement the training and mentoring actions
  • O 1.4 To develop comprehensive individual cluster strategies of the BLUES consortia clusters
  • O 1.5 To develop a comprehensive strategy for securing further sustainability of the BLUES cluster partnership
  • O.3.3 Provide on-the-job training on skills improvement in order to enhance business development and innovation and explore partnering activities
  • O.3.4 Consolidate the networking between blue and eco-industries clusters and their members by sharing knowledge and experience
  • O.3.5 Support the development of training actions and study visits for cluster managers addressing supporting benchmarking and enhancing areas for improvement

Objective 2: (WP 2) Empower cross-regional cooperation, improve relationships between partnership clusters, foster open innovation cooperation to generate benefit and promote growth and specialization strategies. The specific objectives are listed below:

  • O2.1. Enhance cross-sectoral and cross-border cooperation between clusters and their members through participation in study visits and workshops
  • O2.2. Create and extend relationships through networking and peer-to-peer learning
  • O2.3. Collaborate with the wider value chain, using a triple helix perspective
  • O2.4. Create the basis for long-term cooperation within the consortium and beyond
  • O3.4. Consolidate the networking between blue and eco-industries clusters and their members by sharing knowledge and experience
  • O.3.5 Support the development of training actions and study visits for cluster managers addressing supporting benchmarking and enhancing areas for improvement

Objective 3: (WP 3) To facilitate transnational, sectoral and cross-sectoral exchanges between Clusters and their members (SME, technology centres and other Scale up support organizations from COSME participant countries) within the blue and eco-industries domain, to facilitate learning, innovation –oriented activities, and the discovery of European markets and business partners in the Single market and beyond in order to increase their competitiveness and growth. WP3 specific objectives are listed below:

  • O.3.1. Facilitate the access and discovery of European markets and business partners for cluster organisations and their members in the blue and eco-industries domain
  • O.3.2 Promote the sharing of experience and information on the current and potential trends, challenges, obstacles and solutions through a targeted mobility scheme focused in clusters and their members (SME, technology centres and scale up support organisations)
  • O.3.3 Provide on-the-job training on skills improvement in order to enhance business development and innovation and explore partnering activities
  • O.3.4 Consolidate the networking between blue and eco-industries clusters and their members by sharing knowledge and experience
  • O.3.5 Support the development of training actions and study visits for cluster managers addressing supporting benchmarking and enhancing areas for improvement

Objectives 4: (WP 4) To build internal and external BLUES project communication, to disseminate good practices, to valorise and promote the BLUES project results, to engage clusters, SMEs and research centres in the ClusterXchange pilot and to enhance the members’ visibility. WP4 specific objectives are listed below:

  • O.4.1 Disseminate on cluster excellence practices, cluster knowledge and results of the project to give advices to others clusters
  • O.4.2 Promote the ClusterXchange pilot initiative and the impact on improvement of skills, knowledge and management practices
  • O.4.3 Improve the cluster members’ visibility (SME, research centres) at the National, European and International levels

Objectives 5: (WP 5) To coordinate the BLUES project management, to efficiently handle and manage the Commitment to Quality (CtQ), to develop BLUESXchange contracts and financial agreements, to evaluate the BLUESXchange. WP 5 specific objectives are listed below:

  • O.5.1 Efficiently manage and coordinate the project
  • O.5.2 Ensure the long-term goals of the project
  • O.5.3 Manage contingencies in the case of problems and/or conflicts
  • O.5.4 Manage the contract and the financial agreement with the visiting organisations
  • O.5.5 Management of Commitment to Quality
  • O.5.6 Manage report and evaluation of BLUESXchange

WORK PACKAGES

BLUES will be implemented through methodologies that includes 5 WPs. The content of the different WPs is summarised below:

WP 1 Skills enhancement and strategy building for smart and sustainable ESCP-4x ecosystem and beyond: WP 1 activities focus on providing needed knowledge and skills for improving the cluster management, extending the offer of high value added services toward relevant stakeholders, implementing best practices into cluster daily businesses, creating smart and sustainable individual strategies and achieving the desired labels of excellence. Another important focus is to create smart and sustainable strategy of the newly born ESCP-4x ecosystem and secure the continuation of the collaboration beyond the project duration. 

WP 2 Organisation and Implementation of joint activities: WP 2 activities will empower cross-regional cooperation, improve relationships between partnership clusters, foster open innovation cooperation to generate benefit and promote growth and specialization strategies. The main focus of WP 2 will be promoting exchanges between partnership members and learning from each other (including obstacles faced, success factors, novel approaches).  

WP 3 Implementation of 'ClusterXchange' pilot scheme for blue and eco industries: WP3 is divided in 6 task and will run from M1 to M24. The role of this WP is to organize successfully the exchanges with the support of the Support Office and IT Matchmaking tool; by the development of a recruitment strategy; assessment for the online registration; building exchanges and matchmaking; preparation works for the exchanges and follow up before, during and after them.

 

WP 4 Outreach and awareness-raising activities: WP4 will support all the activities done during the BLUES project by creating a frame for internal and external communication and by creating tools to ensure the participation of stakeholders and to promote the actions: ClusterXchange pilot, events organised, lessons learned.

WP 5 Project Management:  The main objective of WP 5 is to ensure a correct and timely execution of all technical, financial and other aspects of the project, to successfully carry out the monitoring, reporting, quality control, evaluation and sustainability activities.
