This strategy consists of an integrated agenda of productive development and innovation built collectively (government, clusters, other actors) for the transformation of the city-region, based on knowledge and innovation. Citizens, entrepreneurs, researchers, academics, the public and private sectors, have all participated in the development and construction of the strategy. The definition of the smart specialisation for Bogotá and Cundinamarca is extremely important for the region, as the world has numerous examples of successful regions which, upon developing and implementing smart specialisation exercises, have built favorable environments to increase the prosperity of its residents, bridge social gaps and have available skilled labour. This measure does not directly target clusters but has the potential to facilitate their set-up and development.
