Name & description
Agrupaciones Empresariales Innovadoras
The Program for Innovative Business Groups (AEI) of the Ministry of Industry, Energy and Tourism (MINETUR), launched in 2007, part of the European strategy for promoting competitiveness through the creation and development of innovative clusters Support for the creation and strengthening of "clusters," or business groups, is part of the European strategy for promoting the competitiveness of small and medium enterprises and innovation. According to this strategy, supporting the creation and strengthening of the 'cluster' is a means to alleviate the consequences that certain market failures related to size issues and coordination have on the possibilities for companies to interact with each other, establish flows and achieve sufficient knowledge to develop innovative projects that improve their competitive critical mass.
In Spain, following EU guidelines, it has implemented measures aimed at consolidating and strengthening "clusters" through the implementation of tools to support innovative business groups (AEI). According to the Order ITC / 3808/2007 of 19 December, the special register of innovative business clusters of the current Ministry of Industry, Energy and Tourism is regulated, the AEI must be not-for-profit and characterized by being a combination in a geographical area or productive sector companies and research centers and public or private training, involved in processes of collaborative exchange aimed at obtaining advantages and benefits arising from the implementation of specific innovative projects, around a market or target market segment or a branch or scientific reference sector. The purpose of these groups is to facilitate, by achieving a sufficient critical mass of companies and grouped set of organisms, innovative practices to improve the competitiveness of Spanish companies and their projection and international visibility.
