The EU’s HERA Action stands for Preparatory Action: Horizontal — Intelligence Gathering, Threat Assessment and Global Surveillance. 

Based on the experience on Covid-19, which has exposed the fragility of the EU system in times of crisis, the European Commission’s DG SANTE has released a call for tenders to strengthen the EU’s preparedness. 

The action will provide the basis for intelligence gathering and threat assessment, as well as analysis work of the future HERA. 

The key objective is to create a prototype IT platform that integrates a common methodology and protocol for intelligence gathering and analysis. 

The call is separated into 2 lots: 

• Intelligence Gathering and Threat Assessment: provide a real-time prototype IT platform that integrates a common methodology and protocol for intelligence gathering and analysis.  

• Global Surveillance: analyse serious cross border threats to health (Chemical, Biological, Radiological, Nuclear, Explosive) from natural, intentional, environmental or unknown origins. 

The deadline for this call is 6 September 2021.
