Given the proposed bold vision, strategic objectives are turning to the four key elements related to competitiveness Innovation Start Association: labor competitiveness, strengthening existing players, dynamic business environment and support collaborative actions.  Strategic Objective 1 - HUMAN CAPITAL: The labor force is an essential element of the cluster multidisciplinary sectors since they are principally sub-sectors of services and employees are the main factor of production. The key challenge, therefore, is to provide labor in a volume that encourage and closely follow market trends, volume, skills and competence. Another important issue is the migration of young people, especially university after graduation, both for further studies and to seeking out career opportunities abroad. Given these considerations, START INOVARE Association will support continuous improvement of the quality of education through a direct applicability in practice oriented to increase the human resources available to the sector's competitiveness and attractiveness of training and local business environment. However, it will consider measures to improve the placing on the market for graduates and match-making between educational offer, profile / number of graduates and the needs of the market, in conjunction with expansion plans. To improve the skills of graduates and their alignment with labor market requirements, will organize internship programs, will develop innovation centers at universities to encourage students to develop new products / innovative services that bring added value social environment economic. Strategic Objective 2 - long-term competitiveness: cluster multidisciplinary sectors will strengthen their competitiveness through a better connection to markets / external knowledge networks, business models and accessing oriented product / internal market capitalization.START INOVARE Association will support visionary reinvention of local ICT sector, increasing awareness and supporting sustainability approach and new market niches orientation. It will consider support measures for pooling resources for exploration, critical mass and power contracting in complex projects for penetration and increasing access to new markets. However, START INOVARE cluster will be built in major European and international networks in order to support the internationalization of companies and their integration into global value chains. Strategic Objective 3 - peripheral DYNAMIC: The concept of "periphery dynamic" we refer to as the entire landing of new actors: spin-offs, start-ups, patents implemented, young entrepreneurs and capital for new business ideas - Branding sites image intensive support, visibility and confidence of stakeholders in the cluster START inovare and its results; - Excellence in R & D & I, increase innovation capacity of members of the START INOVARE Association and increase the competitiveness of regional and national economy. Strategic Objective 4 - synergy: In addition to the first three strategic lines of action, a fourth strategic objective for Start INOVARE Association is to develop the Association as a forum for debate and mobilize support from the authorities. We believe that IC&T is part of the future of the region and we want this sector to be prioritized and represent SMART specialization. This approach is long-term thinking, so that in future authorities want to give importance and visibility in local public policy, synergies with funding programs and development of the city and the region as an area of ​​attraction for investors and employees. Standard policy needs to support the local economy be accompanied by a deliberate effort to improve living standards and positioning the region.
